I. Highlight the leading role of standards
Benchmarking the advanced energy efficiency levels of domestic and foreign production enterprises, and determining the energy efficiency benchmark levels of high-energy-consuming industries. Referring to the access value and limit value determined by the current national energy consumption quota standard per unit product, according to the actual situation of the industry, development expectations, and the overall energy efficiency level of production equipment, etc., the energy efficiency benchmark level of each industry is scientifically set based on the factors such as achieving the carbon peak goal on schedule, maintaining the stable production supply of welded steel pipe, and facilitating the operation and implementation of enterprises. The scope of key areas, the benchmark level and the benchmark level will be supplemented, improved and dynamically adjusted according to the development of the industry and the revision of energy consumption quota standards.

2. Classification to promote the effectiveness of the project
The proposed and under construction projects should be implemented according to the energy efficiency benchmark level, and the energy efficiency level should be promoted as much as possible to achieve the benchmark level in an all-round way. For inventory projects with energy efficiency lower than the benchmark level of the industry especially for structural steel pipe, we will reasonably set up a transition period for the implementation of policies, guide enterprises to carry out energy-saving and carbon reduction technology transformation in an orderly manner, improve the energy efficiency of production and operation of hot rolled steel pipe, and resolutely eliminate backward production capacity, backward processes, and backward products in accordance with laws and regulations. We will strengthen the popularization and application of green and low-carbon technology and equipment and promote the formation of a strong domestic market.

3. Renovation, upgrading and elimination in batches within a time limit
According to the energy efficiency benchmark level and benchmark level, the transformation, upgrading and elimination will be implemented in batches within a time limit. For projects that need to carry out technological transformation, all localities shall clarify the time limit for transformation and upgrading and elimination (generally not more than 3 years) and the annual transformation and elimination plan, and upgrade energy efficiency to above the benchmark level within the specified time limit, and strive to achieve the energy efficiency benchmark level; Projects that cannot be completed on schedule will be eliminated. We will resolutely curb the irrational use of energy by projects with high energy consumption of round steel pipe, and restrict the use of energy by projects whose energy efficiency is lower than the benchmark level of the industry and which have not been upgraded on time.
